No, not surprised at all. Fife's involvement is simply indicative of how desperate USPR is for funding. I will see if I can find the court case he was involved with a while back where he was convicted of fraud. Apparently he learned his lesson, and now buries every convertible loan in layer upon layer of corporations - really quite amazing.
