anyone who understands shipwreck history, knows that indigenous people
have been profiting off of what Mother Nature deposits on their reefs and shores since man first sailed the oceans.
The mindset of a developing country (and the DR is not unique here)
They feel it is the American and certain European (French) companies have exploited
their resources far more than a few local fisherman would.
To understand this just look at the freezing of leases and assets for the last thirty years.
Bahamas, Turks, Columbia, Panama, Bermuda, Equador, Haiti and now the Dominican Republic.
The list goes on, for anyone sitting around and whining that things are going to go back to the way they were- they are living in denial. The only area's left are outside countries territorial waters (very expensive) and if UNESCO has its way in its new proposal, even those wrecks will be off limits.
