That's complete horsecrap and a go to excuse for penny CEO's that want to blame some outside entity (SEC?) keeping them from releasing info.

Bullshit.

The ONLY "power that be" in regards to company disclosures and information is THE CEO. He can disclose whatever he wants whenever he wants as long as it is truthful.
