hbh: thanks for the directions. My read is that IEA owns 3,313,215 shares, and has warrants to purchase an additional 859,220 shares, making the total of 4,172,435 that's noted in the 13G... and that's all I can see. We don't know what they paid, but this isn't, as far as I can see, a new issue (dilution)... although that's not stated one way or another anywhere that I see. The question is is this just a simple purchase, or is management working with IEA towards some other end. Not much to run with.

I also found this while poking around about IEA and Mark Pu. http://www.benzinga.com/news/16/03/7715152/txcell-names-caladrius-subsidiary-pct-as-its-us-manufacturing-partner. PCT continues to expand... good news.
