Yes. 4M-3 x 0.16M-4 now. The maximal trading volume since 04/19/2013 was just 26M shares and the highest price was over four cents per share since then (see the chart below). In another word if we see just about 20M shares of slapping volumes then HIDC could hit multiple pennies again...
