Two reasons....
1) It comes at a time when it would get the most attention so he can put another notch is belt for clean energy. See....it even made it to the chat board.
2) The $10 tax on oil is consumer tax (oil companies/refiners will just pass it on to you d me), not an oil tax. With gas prices this low, the thinking is consumers would actually be able to tolerate an increase in 25cent per gallon when it's just at $1.50/gallon and people are t used to this low price.
