Why buy when 350,000,000 more shares being added to A/S?

When a company ups it's A/S, it's because they plan to issue those shares which equals dilution.

You would be very foolish to buy now. This stock is guaranteed to go lower and any and all investors who look at the filings won't touch this, imho!
