They probably don't allow it because penny stocks are extremely volatile and you could get stopped out and then the price could go right back up after you stop triggers. I have Etrade and I just put in a stop order test on a penny stock and they took it - I cancelled it right away. If you really want this option I would call a few brokers first to make sure they allow it. But personally, I would never use it on a penny stock.
