Yes, the best that can be surmised is that ITD needs to complete new facility and demonstrate the modular capability before any funds are given to Kallo/ITD to press forward with full scale manufacturing.

Until that time, it appears the company stock has been iced by the CD holders. Keeping attention away and plenty of shares available to keep prices muted when any buyers do pop up for a longer term buy and hold.

One would think there would be some news coinciding with ITDs facility opening for production, but really hard to tell. IMO this could get very active equity with huge price recovery at some point in the future. My best guess is 2-6 months out yet...

Could be looking at billions more in dilution beforehand though...
