Mark needs to PR the letter. As the FB post is presented now it is nonsensical. A "No Action" letter would not apply in this case. A "no further action" letter would. They are two different things.

Mark needs to avoid the mistakes he made last time...and if he is going to FB something then he needs to provide the document at the same time. There is absolutely no reason not to. Otherwise nothing is to be believe until it can be independently verified.

Otherwise he should keep quiet. Making that post without backing it up with the document is typical for him....and dumb.
