the interior photo's were of the vault, which came in pieces and was assembled. The other pics showed plumbing lines coming out of the ground but nothing else. It was never finished, no permits issued by the town to complete interior work (they would know since permits were required) and most importantly, Bill knew he had to apply for a zoning amendment but submitted an application that never was considered by the town for reasons they made clear in the September 2014 meeting but mentioned the application was deficient so never considered. So if the building is finished, the biggest boost Bill could have provided was to have opened the doors and showed the world how right he was and now incorrect the critics were.
