I say it is empty, non operational, a shell, because that is what the town building supervisor said in September of 2014. In November of 2014 at the open house, representatives of the company stated for those in attendance, using the famous "pink light photo", stated (paraphrased) "when the build out is completed it will look something like this" which again, flies in the face of Bill's claim in May of that year the build out was completed.
But rather than cross swords, go and pull the permits from the Town of Lakeshore which authorized that work. It might be difficult to do however as during that same September meeting it was mentioned no permits had been issued which would have allowed the interior work to continue. Little things like electrical, water, sewage, Hvac, and so on.
The vault might still be there. Remember, it came in pieces and was assembled so it could have been dissembled but no idea really. Now, a security guard patrolled those grounds until just after the G&M articles appeared and at some point, the guard protecting this 12-15 million dollar facility vanished, the generator outside the building vanished (the outhouse, it might still be there).
So go and pull the permits from the town for the interior work. The work would have been required to have been inspected and approved (Bill made a great deal of noise about inspectors when the pole barn was being constructed but do you notice he said nothing about inspectors approving Hvac, electrical, water, sewage).
So just have Bill open the doors. Since they have no license and are not currently in the process of gaining a license, there is nothing to prevent him from opening the doors and showing the world this "pharma grade facility.
Easy time line for you.
May 2014 Bill claims building is complete, finished, ready to go.
July 2014 HC inspects the facility and makes comment about pod mock up and re-inspection once facility is complete for security, camera, etc etc.
September 2014 town building official is quoted as buildings empty shell, non-operational
September 2014 town council meeting it is mentioned no permits were issued
November 2014 company representatives state when the building is finished it will look like this (famous pink light photo)
