Why should it take longer than 3 and 5 years? That's where we are at right now.

Premium cigar makers come out with new blends/products all the time. A year would seem right for a product roll out. It's high or low nicotine tobacco in a cigarette. Isn't that the main selling idea behind the tech? Put it in cigarettes? Why should that take so long? Why hasn't a company, with some actual substance not put it into a cigarette yet?

BAT whipes its butt with $7 million. It's nothing to BAT. Go into Word and put $1,000,000 in 1,000 times (that's $1 billion). Now remove $1,000,000 7 times. Small potatoes with a nice visual like that. BAT could have ditched the tech and not said a word, which could be why in 2 years and 5 months BAT hasn't said anything about its developments with xxii tech or what they would use it for.
