Since patent was leased.
in 2013. as i see it there was about 400 million shares at that time. there is now a total of 2.9 billion = 2.5 billion issue after Aug 2013 all at 0001 or less.
What the 400,000 were issue at i have no idea?
but there were only 72,000 traded base on yahoo for sept 2012 until around Aug 2013.

so if there were million given to tcel for the 400 Million share before Aug 2013 that is your issue.
i would have never bought at those price on a unknown stock at that time. i paid way less than 1 cent.
