Public information available to all from the QEGY press release, a partial copy and paste:

"Jul 29, 2015) - Bakken energy processing developer Quantum Energy, Inc. (OTC PINK: QEGY), in conjunction with its joint venture partner, Native Son Refining, LLC, announced the filing of a minor source air quality construction permit application today with the North Dakota Health Department, Division of Air Quality. The permit application is to construct a 40,000 barrel per day crude processing facility on land Quantum has under option in the Berthold area."

Seems the 6 month permit review period has run its course. I have subscribed to the North Dakota permit site, receive notices about various projects, waiting for their announcement.
