In an interview, Mr. Shapiro, a former federal prosecutor and United States attorney, questioned the recent S.E.C. settlement. “I’m very curious to understand what Goldman Sachs admitted to the S.E.C.,” he said, “and why $15 million was considered to be an adequate punishment.”

There is nothing to stop this practice cause all that EVER happens is these companies settle for petty amounts to what they rake in.

"Yea we can make Billions...but what if we get caught?". "Eh, we will pay the fine and just keep doing it....works every time"

Everyone is courious, but that's usually the end of it.
