DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $6.5 MILLION AND ABOVE

TRANSCOM

Ten companies have each been awarded an estimated $114,021,106 second option year modification P00009 under an indefinite-delivery/indefinite-quantity, fixed-price with economic price adjustment contract for category (CAT) A international commercial air cargo transportation service. For all companies, the modification brings the total cumulative face value of the contract to $281,552,800 from $167,531,694. The companies and their awards are: Alaska Airlines Inc., Seattle, Washington (HTC711-13-D-C001); Atlas Air Inc., Purchase, New York (HTC711-13-D-C002); Federal Express Corp., El Segundo, California (HTC711-13-D-C003); Kalitta Air LLC,* Leesburg, Virginia (HTC711-13-D-C004); Miami Air International Inc.,* Miami, Florida (HTC711-13-D-C005); National Air Cargo Group Inc.,* Orlando, Florida (HTC711-13-D-C006); Northern Air Cargo Inc., Anchorage, Alaska (HTC711-13-D-C007); Omni Air International Inc.,* Tulsa, Oklahoma (HTC711-13-D-C008); United Parcel Service Co., Louisville, Kentucky (HTC711-13-D-C009); and US Airways Inc., Tempe, Arizona (HT711-13-D-C010). Work will be performed worldwide as specified on each individual order and is expected to be completed Jan. 31, 2016. Funds will be obligated through decentralized orders. The U.S. Transportation Command Directorate of Acquisition, Scott Air Force Base, Illinois, is the contracting activity.

ARMY

IDS International Government Services, LLC, Arlington, Virginia was awarded a $36,027,293 firm-fixed-price contract to provide operations and maintenance services for critical infrastructure and training for combined security transition command Afghanistan.   Funding and work location will be determined with each order with an estimated completion date of Jan. 13, 2017.  Bids were solicited via the internet with six received.  Army Corps of Engineers, Winchester, Virginia is the contracting activity (W912ER-15-D-0001).

Northrop Grumman Technical Services, Sierra Vista, Arizona, was awarded a$37,080,474 modification (P00029) to cost-plus-fixed-fee contract (W58RGZ-13-C-0010) for continued contract logistics services for unmanned aircraft system. Fiscal 2015 operations and maintenance (Army) funds in the amount of $9,000,000 were obligated at the time of the award. Estimated completion date is Jan. 14, 2016. Work will be performed at Sierra Vista, Arizona, and Afghanistan. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

ESCAL Institute of Advanced Technologies Inc., Bethesda, Maryland, was awarded a $7,695,840 firm-fixed-price contract for training and global information assurance certification. Work will be performed in Fort Gordon, Georgia, with an estimated completion date of Jan. 12, 2016. Bids were solicited via the Internet with one received. Fiscal 2015 operations and maintenance (Army) funds in the amount of $5,839,636 are being obligated at the time of the award. Army Contracting Command, Fort Gordon, Georgia, is the contracting activity (W91249-15-C-0002).

DEFENSE LOGISTICS AGENCY

Randolph Engineering Inc.,* Randolph, Massachusetts, has been awarded a maximum $30,000,000 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for various optical frames. This is a three-year base contract with two one-year option periods. Location of performance is Massachusetts, with a Jan. 20, 2018 performance completion date. Using organizations are the Army, Navy, Air Force, Marine Corps and federal civilian agencies. The type of appropriation is fiscal year 2015 defense working capital funds. This was a competitive acquisition, and two offers were received. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2DE-15-D-0006).

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Northrop Grumman Systems Corp., Electronic Systems, Linthicum, Maryland, has been awarded a $12,327,604 cost-plus-fixed-fee contract for a research project under the Supply Chain Hardware Integrity for Electronics Defense (SHIELD) program. The SHIELD program aims to develop an advanced supply chain hardware authentication system and a capability that can detect counterfeit electronic components anywhere in the supply chain. Fiscal 2014 research and development funds in the amount of $1,438,053 and fiscal 2015 research and development funds in the amount of $2,551,023 are being obligated at the time of award. Work will be performed in Linthicum, Maryland (72 percent); Albuquerque, New Mexico (10 percent); Santa Clara, California (8 percent); Reston, Virginia (5 percent); Lubbock, Texas (3 percent); and Atlanta, Georgia (2 percent) with an estimated completion date of July 2016. The Defense Advanced Research Projects Agency, Arlington, Virginia, is the contracting activity (HR0011-15-C-0003).

NAVY

Northrop Grumman Systems Corp., Melbourne, Florida, is being awarded $8,892,287 for delivery order 0509 against a previously issued Basic Ordering Agreement (N00019-10-G-0004). This order is to procure material part repairs required to return E-2D Advanced Hawkeye test aircraft and their unique parts to ready-for-issue condition. Work will be performed in Melbourne, Florida, and is expected to be completed in December 2015. Fiscal 2014 research, development, test and evaluation (Navy) funds in the amount of $500,000 will be obligated at time of award, all of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

AIR FORCE

L-3 Communications, IEC, Anaheim, California has been awarded an $8,498,094 modification (P00023) to the Military GPS User Equipment (MGUE) contract (FA8807-12-C-0011) to accelerate the MGUE program through the addition of pre-prototype receiver card deliveries and test support activities to enable faster fielding of M-Code capable GPS receivers to the warfighter. Work will be performed in Anaheim, California, with an expected completion date of Sept. 30, 2016. Fiscal 2015 research, development, test and evaluation funds in the amount of $1,814,560 are being obligated at the time of award. The Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity.
