Lead has been proven to lower IQ and cause violent tendencies in addition to causing a slew of neurological disorders. Big gubment forcing oil companies to remove lead from gasoline is VERY likely the reason why violent crime has been going down for the past 25 years.
None of the other explanations for the drop in crime apply to other countries where violent crime has also decreased. So it wasn't Clinton putting more cops on the streets, it wasn't Roe V Wade reducing the number of future criminals, and it wasn't the "tough on crime" posture we adopted.
It was lead.
Wanna know where you can still find lead paint? VERY poor neighborhoods. You can find lead in places like the poor neighborhoods of Baltimore, Ferguson, and Compton. Mark my words: Flint will see an uptick in crime 5 - 10 years from now.
