Rule Number 4 - Keep 6 months of cash within ones grasp in multiple locations.
Rule Number 5 - Cut Energy Costs. Some Great ideas

Rule Number 6 - Water filters and purification like Iodine Tincture. Having Ones own well is ideal. Buy a great filtration system and put inline 10 and 5 micron filters.
Rule Number 7 - Keep a large pantry with at least 6 months of food. A primary and secondary pantry hidden is a good idea if someone is after the food
Rule Number 8 - Have a large garden using Heirloom Seeds. Most stuff can now be frozen in these newer Energy Star Compliant frost4 Free Freezers
Rule Number 9 - Have a Whole home generator with at least one month of fuel. Also have portable generators like the Honda EU2000
Rule Nuber 10 - Have a good supply of medical related anything.
Rule Number 11 - Have communication devices like Ham Radio, CB, Walkie Talkie, and Self Chargeable emergency radios
Rule Number 12 - Buy a lot of rechargeable batteries and chargers
Rule Number 13 - Have at least 60 gallons of gas in reserve.
Rule Number 14 - Survival eqp like tents, stoves, dehydrate food, sleeping bags, cold weather clothing, etc ...
Rule Number 15 - Work well with your neighbors to establish a method of protection for the local community
Rule Number 16 - Buy Local and pay with cash as much as possible. Locals will appreciate this, and be more likely to work with you
Rule Number 17 - Get out of the Cities
Rule Number 18 - Look at any alternatives that will work well in a total emergency. Oil Lanterns, Solar devices, Candles, Making ones own clothing, etc ..
