Yank , you need to read the whole article you cited. The lawyers seem to think their clients were totally vindicated. All you are showing is basically that the new board of Fannie Mae (the government) is agreeing to settle with the government. Judge has expressed no opinion in that article that I could read.

Also-wow! Huge fine of 35k!- they probably just settled for that amount so they could stop paying their legal fees. The government has no such constraints since the tax payers are paying the lawyers or prosecutors.
