Too much fraud

too few cops at the SEC. Litigation and enforcement takes manpower and $$. Cases don't get on the radar screen unless one of the principals has deep pockets to effect a recovery for the commission and shareholders.

In other words a a wealthy defendant with assets to be seized. A high profile name and lifestyle to serve as deterrent value. All 3 would be even better.
