The stock is still good for another promotion. I'm not sure why the 3M shares sold Nov 27 were sold short. Who would short a stock at 0.0001? It seems that there is some appeal to shorting a stock down to no bid and then profiting in the 0.000001 to 0.00001 range, as if producing as many no bid penny stocks as possible is the goal. I suppose it is likely more profitable for these hedge funds and their brokerages to take a stock to no bid and sell shares to suckers at 0.0001 than anything else. The fact that shares are being sold short at 0.0001 is not a good sign though. Typically this indicates a stock that is in its preferred trading range by controlling traders and that's just where it'll remain.

Ideally shareholders should want to see an RS with the resumption of promotion, ASAP.

The fact is the company cannot promote its way out of control of the short scheme taking place here. It doesn't take much for a shorting hedge fund to absorb the upward momentum on any given day.
