Perhaps a coincidence, or maybe not, but the time frame when the company expects to complete the enrollment of RI (around the EOY) is roughly at the same time when settlement is due (on or before December 17).

I would not completely dismiss the possibility that the settlements are somehow related to completion of enrollment in RI.
