I will answer that for you ,, they left the OS at 30 B to leave room for those that want to cover. Can. They issued 10 b to make sure they had the voting power. Name change and new cusip will force the TA to account for and reissue shares. RS notice was issued because when firms looks at all the paperwork it makes sense. The RS won't happen until later , after the TA is done. Lol . just look and see how this will play out. There will be a whole lot of buying SOON.
