Some folks have gone round and round with that report. That report is not false. The interpretation of what it shows might be somewhat false by some folks......it's only a 30 second window of reality. Trades that occur after the 30 second window are not shown...1 million shares, for example, shown as not covered within 30 seconds are consider to be shorted. However, the next few seconds, or minutes traded are not shown. Those 1 million shares could have been covered at the 31 second mark or anytime after the 30 second window and are not shown anywhere.
