The only one with the real means to do so is Qualcomm. They have been talking up their server efforts, but we will see if they are really willing to put in the big $$$ in the coming years or not.

Their core AP business seems to be in trouble (with Exynos, Nuclun, Kirin, etc.). So I think they would rather focus on shoring it up (if that is even possible) rather than throwing billions of dollars chasing after a new market where the odds are heavily stacked against them.
