What's the big deal in getting a "tobacco license"?

It's not a case of fooling any state or federal government, btw. It's that they don't give a damn about the OTC. If they did, there may very well have been charges brought against Fran Jose in connection to what he pulled with CAGR.

You can lead a horse to water. But you can't make him get down on one knee and do an Al Jolson impression!
