Kallo sourced several parties willing to finance the proposal they put forward to Guinea. To this day, Guinea has yet accepted any financing proposal. The WHO is funding health related projects because of the Ebola outbreak. Guinea has yet to take advantage of the financing option available from the WHO.
In the article where Kallo won this 'prestigious' award. They claim they will start delivering trailers first quarter 2016. If you look at their financial statements, they don't have money to pay for anything to be built.
That's why the stock price is where it is and will stay there until some country steps up and says here's a down payment, set up electronic health records and build us some mobile clinics & hospitals.
