The company says weather has been an issue.....

Inclement weather and difficult sea conditions have hampered the Company’s ability to perform exploration operations at this site to date.

But they also say they lack permits.

The Company must obtain various concurrent environmental permits in order to perform exploration and recovery operations at the site.

The last statement suggest they can't operate.
