It means risk is moving down a bit. Risk is still higher than average though.

In order for risk to move down, stock prices have to be moving down, so it does not mean you should be buying.

50 is average risk.

These numbers are used to START a new account. Once it is running the Aim signals tell you when to buy and sell.

It can be used to eyeball all your accounts to see if on average you are holding enough cash.
