David Foley was issued tens of millions more shares after going to prison. At least 43.5 million in his own name, much more if you count Royal Capital. They just uploaded the new report to otcmarkets:

They got caught with the Royal Capital thing.

There should be no doubt whatsoever now after reading that that NTEK has been a stock-selling scheme from Day 1.
