To some degree, I agree that no one should really be surprised they were taken in by Heffernan and lost money in the process. On the other hand, the pinks/OTC wasn't originally created to enable scammers to rip people off. Just because some people naturally turn anything into a negative if it serves their own selfish greed, doesn't absolve them of guilt.

Blaming individuals for using these markets as they are specifically set-up and implemented isn't fully accurate
