Sooo... Second or third 250 trade to jump the stock to .001

Is this someone testing the floor of this stock or someone manipulating it? Obviously, with no financials or news sense 2009,I do believe, there is no way they are going to sell millions at that price. Plus, does anyone have level 2 to see if it is a mm doing this?
