No, that isn't really the story. Babs participated in the initial SEC case through his attorney. The attorney said repeatedly that criminal charges were expected. The trouble is, they can't find him. Or he's someplace they can't extradite him from. Morocco would be one possibility.

Turkey does have an extradition treaty with us. But Babs is half-Turkish, and has Turkish citizenship; he could blend in. He also has Lebanese citizenship.
