So they were selling shares at a 40% discount in 2013 in exchange for people to function as a "consultant"?

I wonder if a consultant would be expected to function as an IR person? So maybe they have a whole slew of unofficial IR people advocating the company that took advantage of the 40% discount? That is just me speculating, but certainly could explain things. Things like apparent blind faith and support irrespective of actual company actions as well as endless promotion of a rosy future full of technical promise...
