There wasn't room to issue shares. The commitment to service the toxic debt was way more than the available shares authorized. Although hotly denied, this was discussed in depth ad nasuem 6 weeks ago. At that time, I showed he had to increase the Authorized within 2 months even with the most optimistic viewpoint.
BTW, his filing showed the O/S was over 6.9 Billion at the time of the R/S. This is yet another 40% dilution just since the filing you referenced.
