If Schreiber's a "Bad Actor" according to SEC, then FINRA may be purposely delaying the change, but don't blame FINRA for Schreiber being involved with IDNG.

Search on FINRA and "bad actors" to see that FINRA and SEC are paying closer attention to who is involved with public companies.
