Given the disaster that occurred in the first attempt to process Madison County material and the abandonment of the agreement by Madison County, this excerpt from the September 15,2015 shareholder letter seems hardly credible:


"First, we are happy to announce that one of the projects we are considering for the Northeastern U.S. region is with Madison County, New York. Together with EcoNavigation (“EcoNav”), we are currently working to complete a deal that may provide for the sale and installation of up to six processors in Madison County. The project is subject to EcoNav obtaining suitable financing, which is presently in the final stages."


Now we see that Madison County, New York, has issued a draft "Request For Proposals (RFP) dated Sept. 30, 2015", two weeks after that shareholder letter was published.

Yet somehow EcoNav is in "the final stages" of obtaining suitable financing for what sure sounds like a project involving P20 equipment for which Madison County is just starting to collect proposals and who won't even be ending that process for about 5 months.

I'm sure there's a reasonable explanation, but I have no idea what it might be.
