Used Oil Consumption
All Used Oil received at JBI was monitored for Sulfur Content, Total Halogens, Lead and Gross Heat Value and determined to meet the requirements of 6NYCRR Parts 225-1 and 225-2 before being charged into any of the Process Systems. No Used Oil was charged into any of the three Process Systems until after it had been determined that it met the requirements of Parts 225-1 and 225-2
Each shipment received at the JBI facility was logged in and pertinent information recorded as follows:
l. Source of the Used Oil
2. Name of transporter
3. Date and time of receipt at JBI site
4. Amount of Used Oil in each shipment.
Based on the results of the 12/19/2012 stack test, the Used Oil feed rate was initially set at a maximum of 0.1 gallon per pound of plastic in the Air Permit. However, the only plastic material fed during the stack test was Crayola products.
However, when the normal plastic (polyethylene, polypropylene or poly olefins) was co-fed, it was determined that this ratio of oil to plastic was insufficient to wet out the plastic due to the large surface area of the plastic.
Consequently the ratio of oil to plastic had to be increased to 0.2 gallons of oil/lb of plastic to properly wet out the plastic.
This situation was discussed with Mr. A Carlacci - Region 9 Air Pollution Control Engineer - NYS DEC - on 12/19/2013. Mr. Carlacci indicated that this was not a problem. This was then discussed with Ms. Efrat Forgette in the Materials Management Section of NYSDEC (Region 9) and she saw no problem in increasing the rate of the oil addition. Therefore, when the Air Permit Renewal Application was submitted to NYS DEC on 12/20/13, this limitation was removed and the wording was replaced with "the ratio ofoil to plastic depends on the type of plastic being fed".
