Ok that checks out. Someone named John Banks and someone named Qian Yang created a company called Rich Capital International Enterprises LTD. I cannot find any reason to believe that they are not the same John Banks and Qian Yang of Paychest Inc

You are correct to wonder why they would create an overseas company to sign a contract with for themselves. I have seen this before with a child company or spin off company but this one is not a valid company nor does it look like it did any business. It is closed now so the only purpose was for Paychest activity.

I am seeing your scam theory pretty clearly on this action.
