But if they have 37 Billion shares authorized maybe they're planning a pump and,dump from .0001 to get a huge rise in price and make it look appealing starting that low. Instead of a,split. Then do split after exhaust billions of shares. If that's the case, money can be made here if there's any type of good news coming, regardless of 3 billion outstanding cus its,still a low market cap for a cancer biotech.
