Fantasy football is illegal in Washington state
Ryan Takeo, KING 5 News 7:19 a.m. PDT October 5, 2015

SEATTLE -- Even with the Seahawks waiting to take the field Monday, many cheered on their fantasy football teams Sunday.

"We have hundreds of thousands of mostly men who are playing fantasy football and don't know they are breaking the law," said State Sen. Pam Roach, R-Sumner.

Washington is one of five states where fantasy football is illegal because state law views fantasy football as a game of luck, not skill.

Roach said there will be a December hearing in Olympia on the current law. She'll look to introduce a bill to make some fantasy leagues legal, such as leagues between family, friends, and co-workers.

Last session she introduced State Senate bill 5284, which was similar to the new bill she plans to introduce.

"(Ones) where you pick your players at the beginning of the season, maybe a few trades, keep that team through the season. That's a game of skill," Roach said.

Roach sees fantasy games like FanDuel and Draft Kings, which are daily games that entice players with big payouts, as games of chance.

She said daily fantasy sites will still be illegal, but that the current bill "could be used as a vehicle to make them all legal."
