For what it's worth, they are not claiming to reverse the whole reaction. (In fact, they are not claiming to reverse any of the reaction, as they would not be reforming hydrocarbons from the CO2, but rather converting it to carbon and oxygen.) Still, the energy input of less than 20 amps seems low for doing this.
Also, if you search "dissociation of carbon dioxide", you will find several different articles by several different sources. So, I am assuming that the science is actually valid. However, I still have a hard time envisioning how it would be practical to be used for a car exhaust system.
