If I was a holder it wouldn't concern me, especially if it's only 2-3 million....frankly I have no feel for what that number might actually be.
IFthe net tangible assets number is all that stands between the company and a Nasdaq listing I would hope that enough shares were sold through 6/30 to get that done, as they should have been as of 3/30. Obviously the share price isn't what it was and for some reason the company has decided not to be specific about the exact reason(s) for the failure on the last go around. It's been intimated that the coming filing will allow for the approval of the uplisting application but I don't know exactly what that means and I haven't seen a clear explanation of it on the board or anywhere else.

To be blunt I think any energy you might be expending on a concern over share dilution would be more appropriately used on the lack of clarity. I'll bet the price is weighing that issue far more than any concerns over excessive share issuances.
