The "locals" they are referring to are the Detroit FAA Office, they had completed the report of the test, and has submitted it to Washington DC to review the recommendation of a Pass, in concern of a slide deployment.

This information came from the IR of Balita, which was passed to us via The Lieutenant and a few other sources.

There are no documents to show this, so the sources are confirmed by the word of mouth.
