I didn't understand a lot of what you said, but I do know it is in the interest of China Three Gorges to prove the BFRE process, before they invest in multiple plants in China.
For that reason, I fully expect that, if the DOE negative response to Arnie's appeal is truly final, then the Chinese have every incentive to make sure the Fulton plant is fully funded some way, so that they can know, for sure, that it is a truly successful technology!
IMHO, the Chinese have too much at stake not to be involved with completion of the Fulton plant, and to review its operation!
