Someone posted that because two pieces of equipment are not installed that therefore the "lab is not operational" (paraphrased). This is beyond silly. The question is this: do they have the equipment installed to allow them to do what needs to be done at this time? I think the answer to that is, yes.

Equipment that is not yet installed is intended for use in the future when it is needed.

There is no roadblock to current work caused by uninstalled equipment.

In fact, I don't know this is true, but I think it's more likely to be true than that there is a block to currently needed work because of uninstalled equipment.
