ECAC was anything but quick or resolute. Its been going on for years ( read mc gann's comments on the ECAC common standard), ECAC's weakness is why STAC exists. Today, ECAC has a hard deadline that they appear to be able to meet. ( sept).
TSA on the other hand is currently in disarray. And it shows a new posture and process in most large airports, at least the ones I recently visited. Yes, NO ISC machines on any line, another contractual snafu perhaps with the install companies? However, this is all going to work out fine; ECAC buys in droves for first line airports into SEPT, TSA resets its processes thru/into post-Sept, which feeds into ISC's production process rather nicely, then ECAC second line facilities join in. By the time full penetration of all available markets occurs, ISC intros the "E" and the Hydra (conveyor enabled non-contact multi-vortexing machine). This can really be called a smart continual roll out.
Bigger picture, since disparate companies seldom work very well together on complex projects for security ( who leaked? not our company), acquisition tempo must increase. This makes ISC the virgin bride, IMO.
