Or the TSA doesn't feel the need to rush anything? They have qualified units in the field that work. Yeah, some of them have high false alarms, but they still are capable of detecting explosives.

This stuff takes a lot of time, energy, and planning to do right. I'd prefer they do it right because that reduces the risk of something going wrong, which is something we cannot afford this early in the game.
