2 points:
1. All you have to do is look at the very long history of PPHM and you will know that if they feel the need to authorize them, those shares will most likely become issued. It would be naive to assume otherwise.

2. Your point is partially valid. Sunrise results (positive or negative) will have a huge impact on the share price one way or the other. But so will a massive amount of dilution as we have seen time and again. It depends on what period of time you're looking into. The dilution is an ongoing thing, but the Sunrise results are further away. So guess what the market reacts to? Something they expect next month or something they expect next year? So while both could affect PPHM's future, the negative arrives first and that's not good for the stock price. Actually the negative could be first, during, and later.
